He was born July 22, 1926 in Chicago, Illinois. Carter enlisted in the Army Air Corps, November 11, 1943, graduated High School in LaGrange, Illinois 1944 and was called to “duty” in 1945, and made the United States Air Force his career.
He married his high school sweetheart Phyllis, on December 21, 1946. They were blessed with 72 active, healthy and interesting years as a military family.
He is survived by his wife, Phyllis of Lebanon, his son Kenneth Carter Wind of San Diego, California, and his daughter Susan Marie Wind of Franfort KY.
Carter and his wife Phyllis together are the co-founders of The Four Winds Community Foundation, Inc.
Carter chose to be cremated. A Committal Funeral Service will be held at 12:30 p.m. Wednesday, August 22, 2018 at the Lebanon National Cemetery, officiated by Rev. Alvin Wren. Military Honors will be conducted by the Marion County Veterans Honor Guard.
