A constitutional amendment to create a Victims Bill of Rights heads to the Senate floor after some serious concerns were raised about its need and its wording.
Major concerns include that its too broad, many of its provisions are already included in Kentucky statutes, and its intent is unclear.
There was widespread support to enhance victims rights but some lawmakers were unsure if this is the correct forum since there are nearly 50 laws on the books addressing victims rights.
