Kentucky State Police arrested a public official in Crittenden County Thursday accused of providing synthetic drugs to inmates while overseeing their work release program.

City of Marion administrator Mark Bryant, 55, allegedly trafficked synthetic drugs to various inmates while he oversaw the Crittenden County Detention Work Release Program, according to a Friday release from Kentucky State Police.

The U.S. Postal Service notified police of suspected drug trafficking involving Bryant, the release said. Detectives responded and interviewed various individuals, including Bryant.
Investigators found evidence that Bryant was trafficking drugs, police said. He was also accused of defacing shipping labels on U.S. Postal Service packages to avoid detection of drug trafficking.

Bryant was arrested and charged with first-degree trafficking in synthetic drugs, first-degree promoting contraband, and tampering with physical evidence, all class-D felonies. He is being held in the Crittenden County Detention Center.

The investigation is considered ongoing. No other information was provided in the release.

SLOW DOWN: EMPLOYEE FROM SCOTTY’S CONTRACTING TRAFFIC CONTROL WAS HIT BY A PASSING VEHICLE ON I-65

7/29/2016

An employee from Scotty’s Contracting Traffic Control is recovering after being struck by a passing motorist’s vehicle on Interstate 65. The incident happened while working at the scene of a wreck late last week.

Tonya Pannell, 52 of Morgantown, was directing southbound motorists around a stalled semi early Thursday in the right lane of I65 between Elizabethtown and Glendale. The tractor-trailer had been stopped in traffic because of a previous incident. She noticed an approaching vehicle also in the right lane which was not slowing down or moving over and attempted to climb a temporary barrier wall to seek refuge. The vehicle swerved to avoid the semi and struck the wall, causing Pannell to fall off the barrier onto the hood and then back over the wall. She was transported by Ambulance to Hardin Memorial Hospital and treated for a broken foot and several scrapes and bruises.

Chris Jessie, KYTC District 4 Public Information Officer and Incident Management Coordinator told a local news outlet, “Construction folks spend every workday around near misses. Countless stories of what ‘almost happened’ never make headlines. Our friends and families – the general public’s friends and families – are just inches from tragedy every day.”

Lack of motorists’ attention on roads is observed on a consistent basis, especially through construction zones. Based on nationwide statistics, nearly 80% of all crashes and 65% of near-crashes involved some form of driver inattention within 3 seconds prior to an event. While Tonya Pannell is fortunate that her injuries were not more severe, other construction workers and first responders are often critically or fatally wounded when similar incidents occur.

When questioned after an incident, those involved often say things like, “I did not notice the sign.” The most effective action motorists can take to prevent a tragedy is to pay closer attention. This action can simply be to focus on driving rather than other activities while behind the wheel. Read and obey traffic signs instead of ignoring them. Lives depend on it.

BARREN COUNTY SPORTS LEAGUE COACH INDICTED ON RAPE CHARGE

Barren County Sports League coach indicted Rape 3rd

William D. McCawley, age 29 of Barren County, KY was indicted by a Jefferson County Grand Jury on July 26, 2016 and charged with Rape 3rd Degree. According to the indictment, McCawley was indicted under Kentucky Revised Statutes (KRS) 516.060- Rape in the third degree, which occurs when the accused: “Being twenty-one (21) years old or more . . . engages in sexual intercourse with another person less than sixteen (16) years old.”

McCawley was arrested and booked in the Jefferson County Detention Center on July 27, 2016 on a $10,000.00 cash bond. McCawley will be arraigned in Jefferson County on August 1, 2016. An indictment is not a conviction or indicator of guilt.

Tim Highbaugh, Barren County Sports League President confirmed McCawley was an assistant coach for one of the league’s All Star teams. Highbaugh said, “When this was reported to me on July 11th, I was shocked. We take every precaution to ensure our coaches are right for the kids. They go through a background check conducted by First Advantage. If an incident occurs during the season, they are removed from their position. We try to make sure every I is dotted and every T is crossed. I understand McCawley has not been convicted of this crime but the Grand Jury felt they had enough probable cause to indict him. That within itself tells me they system has failed a child, which is heartbreaking.”

The Babe Ruth organization requires every coach, board member, and umpire have a background check before taking part in any activities. McCawley’s background check was conducted in 2016, according to Charles Kerney, Barren County Parks and Recreation Director. Kerney went on to say, “We do everything within our power to prevent things like this from happening. We put our trust in the systems we have to follow. Unfortunately, sometimes things are not what they seem.” Kerney went on to say, “We are starting an investigation into how our background check company, who is recommended by Babe Ruth Corporate, can let a convicted felon get through their system. This is a national background check, and the alleged individual’s background check came back clear.”
Under the open records law, information was obtained that, in 2008, McCawley was charged and convicted with felonies in Barren and Monroe counties.

Highbaugh concluded by saying, “In today’s world, something like this would not be shocking in a large city, but in Glasgow-Barren County, it is unheard of. We will do everything possible to ensure this never happens again. The system has failed everyone, especially the victim and her family. What a tragedy for this to happen in our community.”
