For many, the Super Bowl celebration will include drinking alcohol. That’s the reason the Kentucky Office of Highway Safety (KOHS) and law enforcement officials are teaming with the National Highway Traffic Safety Administration (NHTSA) for a special Fans Don’t Let Fans
Drive Drunk reminder to urge all football fans to call the right play by passing the keys to a sober driver before the drinking begins. 
“Be the Super Bowl MVP,” said KOHS Executive Director Dr. Noelle Hunter. “Volunteer to be a designated driver to help your family and
friends get home safely.”

 
Drunken driving can be deadly. With a blood alcohol concentration (BAC) of .08 or higher, a driver is considered alcohol-impaired, but even a small amount of alcohol can impair judgment and reaction times enough to make driving unsafe. 
 
According to NHTSA, 10,265 people – 29 percent of all people killed in motor vehicle crashes in the United States in 2015 – were killed in crashes that involved an impaired driver.
 
“Driving impaired is never worth the risk, so if you do plan to drink, remember to pass the keys to the sober driver before kickoff,” said Hunter.  
 
Kentucky residents may find sober ride options by using the free Drive Sober Kentucky app. The app provides phone numbers to taxi and limousine services and sober ride programs, along with a one-touch dial feature to report a drunken driver. Additional information can be found at www.DriveSoberKY.com.

Amazon to Locate Prime Air Shipping Hub at Northern Kentucky’s CVG Airport, Creating 2,700 Jobs with $1.49 Billion Investment

FRANKFORT, Ky. (Jan. 31, 2017) – In an announcement establishing Kentucky as a top logistics center globally, Gov. Matt Bevin said today Amazon, over several years, will build a $1.49 billion shipping hub to serve its fleet of Prime Air planes at the Cincinnati/Northern Kentucky International Airport (CVG) in Hebron, creating 2,700 full- and part-time jobs.

Amazon’s Prime Air hub will expand the company’s longstanding presence in Kentucky where it already employs more than 10,000 full-time team members at several fulfillment center locations in Central and Northern Kentucky.

“Amazon’s Prime Air hub promises to revolutionize the fulfillment industry worldwide, and Kentucky is excited to partner with them as they embark on this disruptive, transformative and exciting venture,” said Gov. Bevin. “Kentucky’s ideal location, proven workforce and an already extensive shipping and logistics industry have been the backbone of our relationship with Amazon for nearly 20 years. This new project will pay dividends to both the company and our state, and we are truly grateful for the jobs and economic impact it will bring to the commonwealth.”

The new Prime Air hub will create thousands more induced and indirect jobs. Combined with the hub’s direct jobs, total annual payroll and benefits associated with the project will reach well into the hundreds of millions of dollars. Similarly, the project’s economic impact will add hundreds of millions of dollars annually to the state GDP.

With agreements approved today by the Kenton County Airport Board and the Kentucky Economic Development Finance Authority, Amazon will build a state-of-the-art sorting, loading and unloading facility on the airport property.

Airport board members approved a 50-year lease expandable to 900 acres of property. Additionally, CVG will invest $5 million in supporting infrastructure that will benefit the airport as a whole.

Last year, Amazon entered into agreements with two carriers to lease 40 dedicated cargo airplanes to support Prime members with fast, free shipping. Today, 16 of those planes are in service for Amazon customers with more planes rolling out over time. Amazon’s Prime Air hub at CVG will support Amazon’s dedicated fleet of Prime Air cargo planes by loading, unloading and sorting packages.

Dave Clark, Amazon senior vice president of worldwide operations, said Kentucky’s advantages made it stand out.

“As we considered places for the long-term home for our air hub operations, Hebron quickly rose to the top of the list with a large, skilled workforce, centralized location with great connectivity to our nearby fulfillment locations, and an excellent quality of living for employees. We feel strongly that with these qualities as a place to do business, our investments will support Amazon and customers well into the future,” Clark said. “We couldn’t be more excited to add 2,000-plus Amazon employees to join the more than 10,000 who work with us today across our robust operations in Kentucky.”

Terry Gill, secretary of the Kentucky Cabinet for Economic Development, commended the company.

“In addition to creating an outstanding number of direct jobs and further establishing Kentucky as a beacon location for the distribution and logistics industry, it’s important to recognize the wider economic impact Amazon’s Prime Air hub will create,” Sec. Gill said. “Fully realized, this new operation will add hundreds of millions of dollars annually to Kentucky’s GDP. And it will generate thousands of indirect jobs and hundreds of millions in annual wages and benefits. My congratulations to Amazon on selecting the commonwealth for this prestigious new project. We look forward to the ongoing, deeper and broader relationship.”

Candace McGraw, CVG’s chief executive officer, said Amazon and the airport make a great match.

“The Cincinnati/Northern Kentucky International Airport is the perfect home for Amazon’s new shipping hub. From here, the company will be able to quickly and reliably reach its customers around the world,” McGraw said. “We’ve worked hard to continue diversifying the airport’s revenue streams through targeted cargo and other means, and we are thrilled to partner with Amazon in this new endeavor. In addition to benefitting the company and its customers, Amazon Prime Air will further distinguish CVG and bring significant growth to the region.”

U.S. Sen. Mitch McConnell commended all those involved.

“This is great news for the Northern Kentucky region. I applaud Governor Bevin, Boone County Judge/Executive Moore, and Covington Airport CEO Candace McGraw on their leadership in working with the community, local and state officials to secure this major investment in Kentucky. I appreciate Amazon for its commitment to Kentucky and its continued confidence in our exceptional workforce,” McConnell said.

U.S. Sen. Rand Paul welcomed the project.

“I wholeheartedly congratulate Governor Bevin for creating the business climate that encouraged Amazon to significantly expand in Kentucky!”

U.S. Rep. Thomas Massie, a member of the House Transportation and Infrastructure Committee, said Kentucky offers all the right elements to attract large-scale shipping investments.

“Thanks to our great workforce, central location and transportation infrastructure, Northern Kentucky and nearby Louisville are quickly becoming the logistics hub for North America,” Rep. Massie said. “I want to thank Amazon, Governor Bevin, CVG CEO Candace McGraw and local leaders for working hard to make this a reality in our district.”

Ky. Senate President Robert Stivers said lauded the project, saying Amazon has proven itself a key member of the state’s business community.

“Congratulations to Governor Bevin and his team for making this happen,” Sen. Stivers said. “We welcome Amazon’s Prime Air hub to the state and appreciate their commitment and their reputation as a corporate citizen!”

Ky. Sen. John Schickel, of Union, said Amazon’s hub and the ways it will advance the logistics industry will capture the world’s attention.

“The scope of this new global shipping hub by Amazon – in terms of jobs and economic impact for Northern Kentucky alone – warrants a standing ovation,” Sen. Schickel said. “I am personally grateful and extend my thanks to the company and the many individuals and organizations involved. The region’s already robust shipping and distribution industry will truly be a model for the world.”

Ky. House Speaker Jeff Hoover said the project underscores the commonwealth’s pro-business approach.

“This is a great day, a giant step forward for all of Kentucky,” said Rep. Jeff Hoover. “This is what happens when you create a business-friendly climate with good policies.”

Ky. Rep. Diane St. Onge, of Lakeside Park, said the shipping hub will make a tremendous impact on the region and will attract numerous ancillary businesses and corresponding jobs.

“The announcement of the Amazon Prime Air hub is one of historic proportion and will resonate throughout Northern Kentucky, the commonwealth, and by its very nature, the larger international sphere for decades to come,” said Rep. St. Onge. “This new level of partnership between Amazon and the commonwealth exemplifies how seriously we are committed to making our state the premier choice for investment and job growth. As this operation matures, we’ll see these dedicated efforts continue to bear fruit. I extend my hearty congratulations and appreciation to Amazon and all involved for a job well done.”

Campbell County Judge-Executive Steve Pendery, chair of Northern Kentucky Tri-ED, said the region will see significant benefits from the new shipping hub.

“This is a once-in-a-generation project for our region, representing the largest capital investment announced by a private company in Northern Kentucky in the last 30 years. We are looking at approximately a billion-and-a-half-dollar capital investment, 2,700 jobs and infrastructure improvements that will literally transform the face of Northern Kentucky and will vault us into one of the top cargo locations in the world,” Judge-Executive Pendery said. “Having Amazon at CVG alongside DHL will create untold new opportunities in advanced logistics for our region.”

Boone County Judge-Executive Gary Moore called Amazon’s plans transformational.

“We are extremely excited to celebrate this announcement for Boone County and Northern Kentucky. Amazon is an internationally recognized brand and service that is transforming the global aviation and logistics industries, and we are very proud that they have chosen Northern Kentucky for the Amazon Prime Air hub,” Judge-Executive Moore said. “I congratulate Candace McGraw and her team at CVG, the Northern Kentucky Tri-ED team and Governor Bevin’s team for their efforts in securing Amazon for our region.”

Kenton County Judge-Executive Kris Knochelmann said preparation and foresight laid the groundwork for the project.

“This has been an exciting year already at CVG and now we welcome this new project by Amazon with open arms,” said Judge-Executive Knochelmann. “The foresight of the leadership of the Kenton County Airport Board and CVG staff throughout the years to create a physical landscape at CVG suitable to attract such an internationally known entity such as Amazon, is truly appreciated by all of us in the Northern Kentucky and Greater Cincinnati region.”

Amazon has had a significant presence in Kentucky since 1999. It currently has 11 fulfillment centers in Kentucky that employ more than 10,000 people full-time.

To encourage the investment and job growth, the Kentucky Economic Development Finance Authority at a special meeting today preliminarily approved Amazon for tax incentives up to $40 million through the Kentucky Business Investment program. The performance-based incentive allows the company to keep a portion of its investment over the agreement term through corporate income tax credits and wage assessments by meeting job and investment targets.  

In addition, Amazon can receive resources from the Kentucky Skills Network. Through the Kentucky Skills Network, companies can receive no-cost recruitment and job placement services, reduced-cost customized training and job training incentives. In fiscal 2016, the Kentucky Skills Network provided training for nearly 95,000 Kentuckians and 5,000 companies from a variety of industry sectors.

Beshear: Kentuckians to Receive Estimated $6.8 Million from Western Union Fraud Induced Wire Transfer Settlement

                      Kentucky will receive nearly $60,000 in penalties for its General Fund

FRANKFORT, Ky. (Jan. 31, 2017) – Kentucky Attorney General Andy Beshear today announced that Western Union has agreed to pay an initial estimate of $6.8 million to Kentuckians who have been victims of fraud induced wire transfers involving the company.  

Beshear said much of the money will go to repay senior citizens who are particularly targeted and victimized by many of the scams that utilize Western Union.

The agreement is part of a multistate settlement with Colorado-based The Western Union Company to resolve an investigation on complaints by consumers who transferred money to a fraudulent third party using the company’s services.

Kentucky will receive nearly $60,000 in penalties from the settlement that will go to the state’s General Fund.

The settlement, which includes 48 other states and the District of Columbia, requires Western Union to develop and put into action a comprehensive anti-fraud program designed to help detect and prevent incidents of fraud from scammers.

“Today’s announcement gives a little bit of justice to the thousands of Kentuckians who have been ripped off by scammers,” Beshear said. “Over the last year, my office has seen firsthand the growing number of scams confronting our citizens, especially our seniors, and how these criminal scam artists are adept at creating schemes to convince Kentuckians to wire them money.”

Nationally, more than 3 million consumers were conned out of $765 million in 2015. Seniors lose nearly $37 billion a year to elder financial abuse.

Examples of fraud induced wire transfers include con artists contacting Kentuckians and falsely posing as family members in need or promising prizes or job opportunities. The con artists direct a victim to send money through Western Union to help a relative or to claim a prize.

Beshear is collaborating with Kroger and the United States Postal Service on an awareness campaign to help prevent Kentuckians from being scammed by con artists.

To better protect against elder financial abuse, Beshear created an office of senior protection in the Office of the Attorney General to focus on helping seniors avoid being scammed. The office received more than 2,600 complaints and returned over $583,000 in restitution consisting of goods and services in 2016.

Beshear also launched Scam Alerts – the state’s first direct messaging service that notifies Kentuckians when con artists are on the attack. Kentuckians may sign up for Scam Alerts by texting KYOAG Scam to GOV311 (468311). Or, enroll online at ag.ky.gov/scams and select text message or email alerts.

The estimated $6.8 million Kentuckians will receive in relief is part of a $586 million settlement between Western Union and the United States Department of Justice and the Federal Trade Commission.

The Department of Justice will administer the fund to provide refunds to victims of fraud induced wire transfers nationwide. Kentuckians may use the following resources on this settlement:
  • The Federal Trade Commission’s announcement of settlement.
  • The Department of Justice’s website for Kentuckians who may have a claim or need for more information.
The Department of Justice is in the process of hiring a claims administrator to manage relief for victims of this settlement. Kentuckians should continue to check the department’s website for updates on the relief process, details on victim eligibility and instructions on filing a relief petition in this matter, Beshear said.

The anti-fraud program, which Western Union has agreed to evaluate and update as warranted, includes the following elements:
  • Anti-fraud warnings on send forms that consumers use to wire money;
  • Mandatory and appropriate training and education for Western Union’s agents about fraud-induced wire transfers;
  • Heightened anti-fraud procedures when warranted by circumstances such as increased fraud complaints;
  • Due diligence checks on Western Union agents who process money transfers;
  • Monitoring of Western Union agent activity related to prevention of fraud-induced money transfers;
  • Prompt and appropriate disciplinary action against Western Union agents who fail to follow required protocols concerning anti-fraud measure.
The Office of the Attorney General will keep Kentuckians up-to-date once additional information is available from the Department of Justice and the claims administrator.

Campbellsville University to host Carwile for chapel Feb. 8

CAMPBELLSVILLE Ky. - Dr. Joel F. Carwile, a member of Campbellsville University’s Board of Trustees who pastors First Baptist Church in Athens, Ala., will be speaking at 10 a.m. Wednesday, Feb. 8 at chapel in Ransdell Chapel, 401 N. Hoskins Ave., Campbellsville, Ky. 

The chapel service is open to the public.

Carwile has served on the board at Campbellsville University since 2012. His church in Alabama is 196 years old.

Carwile has the following degrees: a bachelor of science in religion, a master of theology, a doctor in ministry and a doctor in divinity. He graduated from Liberty University, The Southern Baptist Theological Seminary and George Fox Evangelical Seminary. 

He received his Master of Theology from Campbellsville University in 2009.

Carwile graduated from West Limestone High School in 1982. He is the son of Bobby and Gayle Carwile of Athens, Ala. He is married to Jo Ellen Mahan Carwile and is the father of Zeke and Dani.

Carwile is a member of the Kentucky Baptist Mission Board.

Chapel is designed to provide opportunities for corporate worship and exposure through a variety of informative speakers and presentations.

TAYLOR FINISHES THIRD IN SCIENCE AT BETA CONVENTION

Adair County High School student Jaiden Taylor competed against some of the top science students in Kentucky last Monday at the state Beta Convention in Lexington and represented his school and community well, earning a third place finish.  Only a sophomore, Taylor outperformed many older students on a written exam testing his knowledge in a wide range of scientific fields, including chemistry, biology, physics, and physiology.  ​

Adair County Judge Executive Michael Lee Stephens wishes to thank the community for their continued thoughts and prayers following his recent surgery.

The procedure went as expected and Judge Stephens is recovering exceptionally well. He is anxious to return to work and is looking forward to seeing everyone very soon.

ARRESTED ON A STOLEN MOPED

On Sunday morning, Officer Nick Houchens saw 20 year old James Keys on Frazier Street on a moped identical to one that had been reported stolen on Saturday. According to the citation, the moped was weaving and driving close to the sidewalk and when Keys pulled into a driveway, the officer pulled in behind him. Upon approach of the moped, Officer Houchens says the ignition appeared to be tampered with. Keys said that despite the VIN number on the moped matching the stolen one, he had bought it a year ago. 

Keys was arrested and charged with Careless Driving and Receiving Stolen Property Under $10,000.

He was lodged in the Barren County Detention Center.

GPD RESPONDED TO COLLISION WITH MINOR INQUIRIES

Friday morning, just before 8:00am Glasgow Police Officers responded to the intersection of North Race and Front Street in Glasgow after receiving reports of a collision. GPD says a 1998 BMW Driven by 44 year old Lucy Beauchamp, of Glasgow, was traveling west on Front Street and attempted to make a left turn onto North Race Street. In doing so, Beauchamp turned into the path of a 2012 Nissan Sentra operated by 52 year old Shelter Franklin who was traveling East on Front Street. The collision caused minor to moderate damage to both vehicles. 

Barren Metcalfe EMS arrived and transported Ms. Shelter to T J Samson Hospital where she was treated for non-life threatening injuries. There were no other injuries reported at that time.

Russell County indoor marijuana grow

Russell Springs, Ky. (January 31, 2017) – On January 20, 2017 at approximately 10:16 CST, Post 15 received an anonymous call regarding a potentially suicidal male.  Troopers from Post 15 and a Russell County Deputy responded to a residence at Bernard Farm Rd in Russell County regarding the welfare check.  Upon arrival, units noticed a strong odor of marijuana in the residence that led to the recovery of approximately 2.5 pounds of processed marijuana, 51 marijuana plants and 11 grow lights.    

No arrests were made at the scene and 2 children were removed from the residence by social services.  Charges are pending.  Tpr. Zach Scott is investigating.
