Update: Fatal Traffic Crash with Highway Closure in Wayne County

(LONDON, KY.) - On Wednesday, December 30, 2015 at approximately 7:32 AM, Kentucky State Police Post 11, London received a report of a fatal three-vehicle collision on KY 90 at the intersection of Frazer Chapel Road in Wayne County.

Upon arrival, Collision Reconstructionist KSP Detective Eric Moore determined that a 2000 Ford Mustang, operated by Taylor N. Brinson, 20, of Monticello, was traveling southbound on Frazer Chapel Road when she pulled into the path of a 2002 Peterbilt commercial vehicle, operated by Bruce W. Helton, 52, of Gray, KY which was traveling westbound on KY 90. After the initial impact, Brinson's vehicle then traveled into the eastbound lane of KY 90 and struck a 2015 Volvo commercial vehicle, operated by Jerry M. Worley, 62, of Monticello, KY.

Brinson, who was not wearing a seatbelt, was pronounced dead at the scene by the Wayne County Coroner's Office.

Helton and Worley were not injured during the collision.

Alcohol and drugs are not suspected.

Detective Moore is in charge of the investigation and was assisted at the scene by Kentucky State Police Commercial Vehicle Enforcement Officers, Wayne County Sheriff's Office, Wayne County EMS, Monticello Fire Department and the Kentucky Department of Transportation Office.

Board of Elections voted to consult with Fiscal Court

The Adair Co. Board of Elections held a special called meeting this morning.

The Board voted to consult with the Adair County Fiscal Court on payment of legal fees for the Supreme Court Appeal filed by Ben Arnold, a write-in candidate for Mayor of Columbia, and to request a Special Called Fiscal Court Meeting.

The Adair Co. Board of Elections will hold another Special Called  Meeting on Monday, January 4th, 2016 at 8:30 a.m. in the Adair County Annex Basement. On the agenda is Executive Session and Discussion of Pending Litigation. The meeting is open to the public.

Gov. Bevin announces plans for Kynect transformation

FRANKFORT, Ky. (WHAS11) - Wednesday morning, Governor Matt Bevin announced plans to develop a waiver system meant to transition away from Kentucky's current Kynect initiative.
Bevin, along with Health and Family Services Secretary Vickie Yates Glisson, announced that the new Medicaid plan will be developed by senior advisor Mark D. Birdwhistell.


Birdwhistell, a former Secretary of the Cabinet for Health and Family Services and current VP of Health Affairs for UK HealthCare at the University of Kentucky, will be tasked with replacing a system that Bevin says is financially unsustainable.


"Mark Birdwhistell is one of the most knowledgeable individuals in the country on this issue. With his expertise, we are going to develop a viable solution that is tailored for Kentucky's needs," Bevin said. "Our state is financially in trouble and cannot afford to continue down the current Medicaid path that we are on."


During the announcement, Bevin placed the focus on a study carried out by accounting giant Deloitte, which stated that additional jobs created by expansion of the program would offset increased costs.


"Leading Kentucky economists agree that the healthcare jobs predicted by the Deloitte study have not materialized, rendering the suggestion that Medicaid expansion pays for itself invalid," Glisson said. "We need to be better stewards of our resources and use all options available to us to benefit the health and wellness of all Kentuckians."


Bevin said that the work done in the next six months will prove whether this system will work or not. He also said that, despite their intentions, his administration cannot guarantee a waivers program would be approved.

Police release details of Mall St. Matthews disturbance

ST. MATTHEWS, Ky. (WHAS11) - St. Matthews Police addressed the media Wednesday morning about details surrounding the Dec. 26th disturbance at Mall St. Matthews.

Up to this point, details had been sparse with regard to what caused the incident and the number of people involved.

Authorities believe that the 1,000-2,000 number initially reported by mall management and law enforcement is accurate, but stated that the entirety of that group had not participated in causing the unrest.
St. Matthews Police said that the incident was only a culmination of increasing negative activity in the area dating back to October.

"This is not an isolated event...this is a community issue," said SMPD spokesperson Dennis McDonald.

In October, a disturbance call was made from Whole Foods and five juveniles were charged with setting fire to a bus stop. The adjacent Taco Bell made multiple calls complaining of disorderly conduct causing them to close their dining room early. By mid-November, the disturbances had reach a level which required routing extra police presence on Saturday nights.
After prefacing the event with prior problems in the area, police began to detail the incidents of Dec. 26th.

Being a holiday weekend, it was the first Saturday since November that did not have an external police presence at the mall. St. Matthews Special Response Team (SRT) Commander Tony Cobaugh said an officer inside the mall texted him that the crowd, which was the largest he had ever seen there, was beginning to get out of control. At one point, police dispatch received a "10-30 call", meaning an officer was in trouble.

After receiving the call, the SRT was dispatched to the mall. In all, Cobaugh estimates that as many as 65 law enforcement personnel were on the scene from SMPD, Louisville Metro Police and Jeffersontown Police Departments.

Cobaugh said store owners claimed that their employees were crying and customers were scared for their lives due to the events. Detectives canvassed every store after some patrons reported hearing gunshots.

Incidents reported during the Saturday night unrest range from multiple fights and assaults to juveniles throwing bricks and other vandalized property.

SMPD said their investigation into the matter continues, with help from over a dozen stores willing to contribute security cam video.

Additional police units will be assigned to Mall St. Matthews and the surrounding area for New Years Weekend.

When asked what needs to be done moving forward to help stem the growing problem, authorities answered plainly that the mall was a place of business, not a babysitter.

"These are our kids. This is a community issue. We as adults are failing," McDonald said.

Construction to begin in January at Louisville Airport

LOUISVILLE, Ky. (WHAS 11)--You may notice more construction next week at Louisville International Airport.


The airport is upgrading several areas throughout the building in 2016.


There'll be an expanded Starbucks with evening hours and alcohol, a new gift shop, and new escalators.


The airport spent 20 million dollars over the past year on a new runway.


The upgrades should be done in time for Kentucky Derby guests arriving in May.

Kentucky State Police Troopers are on the scene of a deadly three-vehicle collision located on KY HWY 90 at the intersection of Frasier Chapel Road in Wayne County. The roadway is expected to be closed for at least an hour due to reconstruction of the collision. More details will be released when information becomes available.

Marion County Injury Collision

Tpr. Morris Farris is investigating a collision that occurred Tuesday, December 29th at 4:05 PM EDT, 4 miles south of Bradfordsville on KY 49.  49-year-old Charlotte Raley, of Bradfordsville, was operating a southbound 2003 Chevy on KY 49 when the vehicle dropped off the shoulder.  Raley overcorrected, crossed both lanes and overturned. 

Raley was belted at the time of the collision and was airlifted from the scene by AirEvac and flown to U of L Hospital.  Tpr. Farris was assisted at the scene by the Marion County Sheriff’s Department, EMS and Bradfordsville Fire Department.

RC Sheriff's Dept arrest one for Receiving Stolen Property

An investigation by the Russell County Sheriff’s Department has resulted in the recovery of a stolen firearm, several knives and the arrest of a Jamestown man.

Sgt. Mark Cromwell charged 31-year-old Justin Keith Skaggs with two counts of Receiving Stolen Property early Tuesday morning after a shotgun and numerous knives reported stolen from a residence in the Bernard Ridge community were recovered.

Skaggs was lodged in the Russell County Detention Center.

RC Sheriff's Office arrest 2 for Trafficking and Possession

An investigation by the Russell County Sheriff's Office led to the arrest of two Jamestown men on drug trafficking and other charges.

On Sunday night, December 27th, Russell Co. Chief Deputy Nick Bertram obtained a Search Warrant for a mobile home residence located at 172 Fox Point Road in Jamestown.  

Evidence found during that search resulted in the arrest of Phillip M. Bernard, 54, and Ricky D. Bernard, 52. Both men are charged with Trafficking in Marijuana (2nd offense), Possession of Drug Paraphernalia and Tampering with Physical Evidence.

Both men were lodged in the Russell County Detention Center.
