Volunteers needed to review cases of children in foster care in 67 Kentucky counties

FRANKFORT, Ky., April 29, 2016 – Citizen Foster Care Review Boards in 67 Kentucky counties are seeking volunteers to make a difference in the lives of local children in foster care. The boards are in need of volunteers to review cases of children placed in foster care because of dependency, neglect or abuse to ensure they are placed in safe, permanent homes as quickly as possible.

The counties in need of volunteers are Anderson, Bell, Boone, Bourbon, Boyle, Bracken, Breathitt, Bullitt, Campbell, Carroll, Casey, Clark, Clay, Clinton, Estill, Fayette, Floyd, Franklin, Gallatin, Garrard, Grant, Green, Hardin, Harlan, Harrison, Hart, Henry, Jackson, Jefferson, Jessamine, Johnson, Kenton, Knott, Knox, LaRue, Laurel, Lee, Leslie, Letcher, Lincoln, Madison, Marion, Martin, Mason, McCreary, Mercer, Nelson, Nicholas, Pendleton, Perry, Pike, Pulaski, Oldham, Owen, Owsley, Powell, Rockcastle, Scott, Shelby, Spencer, Taylor, Trimble, Washington, Wayne, Whitley, Wolfe and Woodford.

Volunteers are not required to live in these counties to participate.

All volunteers must complete a six-hour initial training session. Potential volunteers are encouraged to apply as soon as possible so they may be scheduled for training in their area.

The Kentucky General Assembly created the state CFCRB in 1982 as a way to decrease the time children spend in foster care. CFCRB volunteers review Cabinet for Health and Family Services files on children placed in out-of-home care and work with the cabinet and courts on behalf of the state’s foster children. The volunteer reviewers help ensure that children receive the necessary services while in foster care and are ultimately placed in permanent homes.

All volunteers must consent to a criminal record and Central Registry check. A recommendation is then made to the chief judge of the District Court or Family Court for appointment.

Citizen Foster Care Review Board

Approximately 700 volunteers across the state serve as members of the Kentucky Citizen Foster Care Review Board. The Administrative Office of the Courts oversees the boards. The AOC is the operations arm for the state court system and supports the activities of 3,300 court system employees and 403 elected justices, judges and circuit court clerks. The AOC also executes the Judicial Branch budget.

ABC Seizes Moonshine, Operational Still

Acting upon a complaint, Alcoholic Beverage Control (ABC) investigators began a month-long investigation concerning reports of a moonshine still in the Kona community of Letcher County.

Three controlled buys were made from Patrick Collier with the last buy on April 27, 2016. On April 28, 2016, a search warrant was executed which resulted in the seizure of an operational moonshine still, 27 quarts of moonshine, and other materials such as yeast and drums of mash. Numerous documents with recipes and sales information were also confiscated.

Collier was charged with illegal possession of alcoholic beverages in dry territory, illegal possession of moonshine and illegal possession of an apparatus capable of making alcoholic beverages. This operation was conducted with the assistance of the Kentucky State Police and the Letcher County Sheriff’s Office.

Sunday, as we sat in church and listen to a Retired Kentucky State Police Officer tell how he was called upon to go to call upon call of abused children or children that had been hurt due to an accident,  our women's group at Bearwallow surprised us all with a plea to help them with a community project.  Our wish is to furnish each State Police Officer, County Officer, City Police Officer and Ambulance Worker with new or slightly used Medium to small size stuffed animals to give to these children when they are called to a scene where a child has been hurt.  As the Retired KSP Officer stated to this day he knows of several children that still have their  bears that were given and to those children that bear was what they held onto in time of tragedy.

We will be collecting small to medium sized stuff animals that are new or slightly used till May 8th (Mother's Day).  The stuffed animals will need to be this size due to being placed in the officers vehicle where there isn't a lot of room for larger animals.  A drop off location in town is at Curry's Floor Covering on 102 Fairground ST. Columbia, KY. or you can give the stuffed animals to any member of the women of Bearwallow United Methodist Church.

Grimes Discusses Future of Eastern Kentucky at Annual East Kentucky Leadership Summit

MOREHEAD, Ky. (April 28, 2016) – Secretary of State Alison Lundergan Grimes today attended the East Kentucky Leadership Conference, the annual summit organized to formulate strategies for future economic, workforce, and educational development in the region.

Grimes introduced members of the ‘Eastern Kentucky Strong – Women are IT’ panel. She commended the female panelists for their dedication to ensuring the future is a bright for all eastern Kentucky women and their families.

"You are an integral part of the transformation in education and leadership that is taking place right here in eastern Kentucky which is long overdue – a transformation in the way young girls view themselves and the way the rest of the world, in turn, views them."
Grimes also addressed conference attendees and discussed education and workforce issues facing the region.

"I believe firmly that eastern Kentucky’s future depends on all of us. Together, we must look for and work towards ways to lift up this region – both educationally and economically," said Grimes. "The ability to invest in this region depends on engaging its people, educating its workforce, strengthening its physical infrastructure, and providing access to modern day technology," said Grimes.

Grimes pushed the opportunities Kentucky’s largest export – aerospace – could bring to eastern Kentucky to help to revitalize the region’s economy. Morehead is home to Morehead State University’s Space Science Center, where Kentucky Space, a non-profit group and approved partner for the International Space Station, is located.

"Eastern Kentucky is a natural place for us to expand our aerospace industry. This region’s people are highly skilled, able, and ready to work. Let’s bring them the jobs and this industry," said Grimes.

Petitions are being circulated in Casey County for a Wet/Dry Election

Petitions for a special alcohol referendum in Casey County are on the counters of stores in Clementsville, at Crockett Trail and on North U.S. 127. Plans are to place them in other businesses in the city and county.

According to the website caseynews.net, local real estate developer Ronnie Davis is promoting the referendum, which is seeking to get a wet/dry vote on the ballot in a special called election possibly in August.

Davis led a failed initiative to make the city of Liberty wet in May 2010, when voters said “no” to alcohol sales 376 to 303. This time, however, the referendum asks registered voters if they favor the sale of alcoholic beverages in Casey County, not just Liberty.

As Davis said six years ago, the issue is less about drinking and more about economics.

On Jan. 19, Russell County voted to end prohibition by a vote of 3,833 to 3,423. After almost a century of being dry, Adair County voted March 22 by a margin of 3,384 to 2,755 to end prohibition. A group in Campbellsville is circulating petitions to call for a wet/dry vote for the city. Somerset, in Pulaski County, permits the sale of alcohol. Lebanon and Marion County are also wet.

According to Casey County Court Clerk Casey Davis, to hold a wet/dry special election, a person or group must collect signatures on a petition equal to 25% of voter turnout from the last General Election, in November 2015. In that election, 3,623 people voted, which means 25% would be 905 signatures.

However, Casey Davis said the law states the petitions may not have been circulated for more than 6 months before being submitted to his office.

Once Ronnie Davis collects the petitions with at least 905 signatures, the petitions are turned into the clerk’s office, where Davis’ staff will have 30 days to certify every name.

If at least 905 voters’ names are certified, then County Judge-Executive Randy Dial “shall make an order directing the election to be held,” Kentucky law states.

Casey Davis said the cost of calling a special election in 15 precincts is $27,000.

Horse named Captain Tony Grider wins at Keeneland

According to the website Keeneland.com, the horse named after the late Capt. Tony Grider, won the 4th race on Wednesday at Keeneland in Lexington. Grider was the Captain of the Campbellsville Fire Dept. and passed away in Sept., 2014 after being injured in the line of duty in August, 2014 while helping a group of students at Campbellsville University do the ALS Ice Bucket Challenge. 41 year old Grider was severely shocked by an arc of electricity while in a fire truck bucket that got too close to high-voltage power lines. He was a native Adair Countian.

Royville home owner was robbed Tuesday night, Pawn shops urged to be on lookout.

A home owned by a well known Separate Baptist preacher who just lost his wife a few months ago, was robbed Tuesday night.

Brother Clifton Cowan who lives in the Royville community on Hwy 80 in Russell County was not at home when the thief or thieves broke into his house taking a flat screen tv, his late wife's jewelry and other items. The burglary occurred in the evening hours before 10pm.

Area pawn shops are urged to be on the lookout for these items and if you have any information call the Russell Co. Sheriffs Office at 270-343-2191.
