As lawmakers prepare to reconvene the 2023 Regular Session, legislative committees are continuing to lay the framework for the legislation we will consider during the remaining 26 legislative days.
While the past several sessions have been consumed by major issues like the budget, tax reform, redistricting, and the pandemic, this session provides legislators with an opportunity to address other areas and, hopefully, dig deep into issues that have plagued our state for far too long. In other words, we have laid the groundwork for a strong foundation and built a framework for opportunity. The time has come to make sure the fine details are in place. Many of our committees will begin hearing bills and resolutions the first week, so I recommend visiting the legislature’s website at legislature.ky.gov to see what has already been filed and monitor new legislation as it comes in for consideration. In the meantime, here is a brief description of what some of the House committees will be considering: Economic Development and Workforce Investment: Committee members will continue their focus on increasing workforce participation. Kentucky has one of the lowest workforce participation rates in the country, and it is still significantly below pre-pandemic levels. The committee may look at increasing work ready scholarships, remote worker incentives, dual credit, career pathways, and access to childcare, and even potentially expanding the Kentucky Education Excellence Scholarship program. Transportation: The committee will look at issues presented in the interim, including automating enforcement of traffic laws within highway work zones, monitoring for needed updates to electric vehicle infrastructure plan, and updating special license plate laws. Issues presented to the Committee on Transportation this past interim now present legislators with the opportunity to make travel in Kentucky safer and technologically sound. Hands-free communication device use in vehicles, updates to laws governing salvage yards, and the autonomous vehicle initiative may also be considered. Education: Both long and short term solutions for the teacher shortage will be a major focus. The committee will be dedicated to identifying and promoting options to enhance the educator pipeline, support students pursuing teaching degrees as they transition to the classroom, and improve opportunities that encourage hiring in high-demand content areas like math and science. Also, literacy continues to be a primary focus. An additional $22 million was provided for literacy resources in the current budget. These monies are aimed at addressing the significant deficiencies in literacy across the state, illustrated by recent test scores that show 55% of elementary students and 56% of middle and high school students not reading at grade level. On Wednesday night, January 25, The Columbia Police Department executed a search warrant at a residence on Bridgeport Circle, off of the Veterans Memorial Bypass.
During search and investigation Officers located drug paraphernalia, suboxone, and suspected methamphetamine within the residence at which time occupants where placed into custody. Craig Irvin, 34, and Shaunna Wathen, 38, of Columbia as well as Olivia Kelly, 29, of Nancy have been charged with possession of drug paraphernalia, possession of a controlled substance, and possession of a controlled substance methamphetamine. Officer Justin Cross is the primary investigator. He was assisted in the investigation by multiple Officers with The Columbia Police Department. Last evening, Jan 19, 2023, the Adair Co Schools Board of Education unanimously approved and adopted the following public announcement that we would like to share: Public Announcement from the Adair County School Board January 19, 2023: “Be it known that the Adair County Board of Education has had no involvement in making the decision thus allowing the “Gender & Sexuality Alliance Club” recently initiated at the Adair County High School. This decision was solely the responsibility of the Adair County High School Site Based Decision Making Council with vested authority in the principal of the school who chairs the committee. Per Kentucky law, there exists separation of duties between the Adair County Board of Education and the Site Based Decision Making Council, particular to each school, as members of each the School Board and the Site Based Decision Making Council are duly elected in their own respect.”

Grider Adair County Schools Board of Education, Member Columbia man arrested on drug charges after City PD receives calls on suspicious person call.1/18/2023 The Columbia Police Department responded to a suspicious person call Tuesday afternoon, January 17, in the vicinity of Tutt Street and Burksville Street.
A male subject was located at FiveStar on Hudson Street matching description of suspicious person call. While speaking to male party, Officers received call of subject dropping belongings on property on Grissom Street off of Tutt Street which was found to contain suspected narcotics and $1895 in cash. Male subject stated to Officers he had used methamphetamine earlier in the day. After party was searched he was found to be in possession of suspected narcotics and drug paraphernalia. Larin Stotts, 39, of Columbia was placed into custody and has been charged with public intoxication, possession of drug paraphernalia, possession of marijuana and trafficking in a controlled substance methamphetamine 1st degree. Officer Holly Necessary was the arresting Officer. She was assisted on scene by Sgt Evan Burton and Chief Jr Murphy. The Columbia Police Department would like to welcome Trenton Williams as the cities newest Officer. Officer Williams was sworn in this morning at City Hall, he will attend The Department of Criminal Justice Training’s basic training this summer in Richmond.
On Saturday, January 14th, 2023 at 6:05 p.m, Adair County 911 received a call of a reported injury collision, 5 miles west of Columbia on KY 80.
Adair County Sheriff’s Office Deputy Josh Durbin arrived on scene to find that a 2007 Tahoe, operated by Jeff Dixon of Columbia, had struck a horse that was in the roadway. Dixon was treated on scene by Adair EMS and transported to TJ Health Columbia. He was later transferred to the University of Kentucky Hospital, for additional treatment of injuries sustained in the collision. Deputy Durbin was assisted on scene by Deputy Jason Camfield and Chief Deputy Brandon Hitch. (Sheriff Josh Brockman – Adair County Sheriff’s Office) The Adair County Sheriff’s Office arrested a man for felony drug trafficking after a search at a Burksville Street residence.
The investigation originated on Wednesday, January 11th, 2023 at or around 9:30 am, when Deputy Chris Tweedy received a call to respond to TJ Heath Hospital, in regards to an overdose that came in. The investigation led Deputy Tweedy and Chief Deputy Brandon Hitch to a residence off of Burksville Street, in the city limits of Columbia. A search of the residence yielded methamphetamine, marijuana, synthetic drugs and firearms. Benjamin Shroyer, 43, of Columbia, was arrested and lodged in the Adair Regional Jail by Deputy Chris Tweedy on charges of Trafficking in Controlled Substances (1st degree, Methamphetamine), Possession of a Controlled Substance (1st degree, Methamphetamine), Possession of Synthetic Drugs, Possession of Firearm by a Convicted Felon and Possession of Marijuana. The Adair County Sheriff’s Office was assisted in the investigation and search by the Columbia Police Department. (Sheriff Josh Brockman – Adair County Sheriff’s Office) On Tuesday, January 10th, 2023 at 5:47 a.m, Adair County 911 received a call from Kentucky State Police requesting the Adair County Sheriff’s Office respond to the Sano community, to a reported breaking and entering complaint.
Sheriff Josh Brockman responded to the call. Upon investigation of the residential break-in, a suspect and possible location of stolen items was developed. Sheriff Brockman applied for and was granted, a search warrant by Adair Circuit Judge Judy Vance Murphy for a residence at 145 West Sulphur Creek Road, 12 miles east of Columbia. At 10:27 a.m., the search warrant was executed on the residence by Sheriff Brockman, along with K-9 Deputy Chandler Staten and KSP Troopers. Several thousand dollars worth of stolen items were recovered from the residence. Items were not only located from the break-in that morning, but items from a different break-in several days prior. Arrested and charged: Chris Smothers, 39, of Columbia – Receiving Stolen Property (Over $1,000) – Outstanding Felony Warrant (Adair Circuit Court) – Probation Violation Warrant (No Bond, Russell Circuit Court) -Outstanding Warrant Failure to Appear (Russell District Court) Anthony Popplewell, 32, of Columbia – Receiving Stolen Property (Over $1,000) – Outstanding Warrant (Russell District Court) Randy Brown, 36, of Jamestown – Outstanding Parole Warrant – Outstanding Warrant of Arrest (Russell District Court) – Outstanding Warrant (Russell Circuit Court) All 3 were arrested and lodged in the Adair County Regional Jail by Sheriff Josh Brockman. The investigation is ongoing, with more charges pending. (Sheriff Josh Brockman – Adair County Sheriff’s Office) The Adair County Judge Executive’s office, The Green River Animal Shelter, The Adair County Recycling Center, along with the Adair County Road Dept. will be closed Monday, January 16, 2023 to celebrate Martin Luther King Jr. Day.
