State economist Manoj Shanker says this is the first time since 1990 that all the counties have had a drop in the unemployment rate.
The annual jobless rate for Woodford County was the lowest in 2014 at 4.5 percent.
Magoffin County had the highest jobless rate in 2014 - 14 percent.
Adair County had an annual jobless rate of 8.3% in 2014 compared to 9.9% in 2013.
Shanker says the likely outcome of the continued drop in the jobless rate is better wages for workers, as pressure on the market to pay more to hire good workers.
